Brianna Rosen
Biography
Dr. Brianna Rosen is a leading expert on artificial intelligence, technology policy, and global security. She serves as Executive Director of the Oxford Programme for Cyber and Technology Policy (OxCTP) and a Senior Research Associate at the University of Oxford’s Blavatnik School of Government. She is also Senior Fellow and Director of the Artificial Intelligence and Emerging Technologies (AIET) Initiative at Just Security, an independent, non-partisan law and policy forum based at New York University School of Law.
A recognized authority in her field, Dr. Rosen’s career spans over a decade of leadership in both government and academia. She previously served as a U.S. civil servant, holding positions at the White House National Security Council and the Office of the Vice President, where she advised on critical national security, technology, and foreign policy issues.
Her expertise extends to advising senior leaders across government, industry, and international organizations on the strategic, legal, and ethical dimensions of emerging technologies. She has also held research roles at the Woodrow Wilson International Center for Scholars and the Middle East Institute, contributing to scholarship on U.S. foreign policy, international security, and the Middle East.
Dr. Rosen received her PhD in Public Policy from the University of Oxford, where she was both a Clarendon Scholar and a Public Service Scholar. She also holds a Master of Public Policy (with Distinction) from Oxford, an MA in Political Science and Mathematics, and a BA in International Relations.
Her work is at the forefront of global efforts to understand and govern emerging technologies. A sought-after speaker and advisor, Dr. Rosen works with governments, companies, and think tanks worldwide to promote responsible innovation at speed and scale.
